Guyana: Venezuela Detains Guyanese Vessels

Two Guyanese fishing vessels, along with their crews, were detained by the Venezuelan Navy at Point Guiria, Venezuela. The two vessels were said to be operating in Guyana’s EEZ when the Venezuelan vessel (Commandante Hugo Chavez GC 24) intercepted the vessels and forced them to Venezuelan waters. This action follows a decree by President Maduro to create a “new Venezuelan maritime territory.”

District Four Returning Officer Clairmont Mingo has been charged with four counts of misconduct in public office, in relation to the alleged fraud surrounding the Guyana’s March 2nd elections. Four other persons: Mingo’s three assistants, Sheffern February, Michelle Miller and Carolyn Mikhaik Duncan along with Information Technology (IT) officer Enrique Livan, are also likely to be charged.

The Caribbean Court of Justice (CCJ) based in Trinidad agreed to hear the case brought by Guyana’s opposition PPP/C in the March 2 elections without stating whether it had jurisdiction.

In a recent tour of the region, Adm. Craig Faller pointed to Venezuea and China as the two biggest threats to the Caribbean region. Faller visited Jamaica, Haiti and the Dominican Republic during this trip. As Guyana begins its production of oil, these two threats remain key to managing trade and relations as the economic environment of the region begins adjusting to the new realities.

The Guyana Elections Commission announced the voter registration exercise will wrap up on August 31. Questions remain on the process of merging the data from the current house-to-house exercise with the existing voter roll.

French oil producer Total purchase an interest in two new blocks in Guyana’s booming offshore market. Tullow Oil, Hess Corp, and ExxonMobil are all involved in exploration in the region. According to ExxonMobil, production is expected to begin by 2020.

Minister of Natural Resources Raphael Trotman outlined Guyana’s plans to create an institute to support the nascent oil industry in the country. His vision includes a facility for fabrication, a scientific institute, and modern regulations. Trotman also pointed to Guyana’s efforts to adopt EITI industry standards to ensure transparency in the sector.
